Application distribution on operating systems designated under the Digital Markets Act (DMA) is regulated by the DMA: https://digital-markets-act.ec.europa.eu/index_en
Under the DMA, designated gatekeepers must allow and technically enable the effective distribution and installation of applications through third-party application stores or directly via the web. At the same time, the DMA allows gatekeepers to introduce measures that are strictly necessary and proportionate to ensure that third-party applications or application stores do not compromise the integrity of their hardware or operating systems, or to enable end users to protect their security effectively.
The Commission is aware of concerns raised by stakeholders and citizens. While it cannot comment on ongoing contacts or exchanges with gatekeepers under the DMA framework, such considerations are taken into account in the Commission’s assessment of compliance.

"Under the DMA, Gatekeepers have a special responsibility regarding the provision of certain core services to end-users. These services include the platforms consumers use daily to buy and sell products or services, the social media networks and the internet browsers and search engines they use to look for restaurants, services, products and locations. Under the DMA these are your rights as a consumer:
CHOICE OF DIGITAL SERVICES: You can now install preferred apps directly from the web or alternative app stores on your smartphone. Choice screens make it easier for you to choose the browser and search engine that is best for you."
